In line with the commitment of the
Education and Manpower Bureau in promoting School Development &
Accountability through School Self Evaluation to enhance the quality of
education, the Hong Kong Catholic Education Office invited Ms Jane Cheng,
Principal Education Officer of the Quality Assurance Division, to conduct two
workshops on ¡§School Self Evaluation¡¨ on 9th January (Friday) and
15th January (Thursday) respectively for Diocesan Secondary &
Primary schools. It is hoped that
through the workshops, Diocesan Principals, middle managers and staff would have
a clear fundamental understanding and concept of the School Evaluation
mechanism.
Ms
Cheng pointed out that most schools had already been undertaking some kind of
self-evaluation and school management was in no way unfamiliar with the
mechanism of evaluation. Therefore,
the workshops for Diocesan Schools would focus on exchange of ideas and
experience as well as case studies.
Ms
Cheng explained by living examples, the rationale behind the whole ¡§ School
Development and Accountability¡¨ system, the time frame for implementation as
well as self-evaluation and external school review.
With the Vision and Mission Statement explicitly stated, schools should
be able to work out their own Development Plan, Annual Action Plan and
eventually, the Annual School Review to substantiate judgment on their
performance, gauge their own progress and determine follow-up action.
However, it was also important that schools should also set priorities
for themselves.
Then,
with the facilitators from the Quality Assurance Division, participants worked
in groups to try to identify their own strength and weakness and at the same
time to prepare the performance indicators and success criteria for their own
school. To sum up, Ms Cheng assured
participants that if assessment should be based on the DOD criteria (Document,
Observation and Discussion), schools would be able to have a fair and true
picture of their achievement resulting in effective teaching and learning to
benefit students at large.
Each workshop session lasted for three hours and it was hoped that participants would bring back to their own school the true understanding of school self-evaluation concept and in turn help to build a culture of evaluation on school performance.
